Getting Tax Forms at the Library 

Carnegie Library of Pittsburgh can print tax forms on demand by request. CLP cannot print tax instruction booklets. However, a limited number of instruction booklets may be available at select locations.  

Federal Forms and Instructions 

  • Request or download Federal tax forms and instructions from irs.gov
  • Request by phone at 1-800-TAX-FORM (1-800-829-3676) 
  • Accessible Forms: The IRS provides tax forms in Braille and large print, and offers content in a variety of formats to accommodate assistive technology and software. You can request accessible forms by mail at the phone number above, or download accessible forms and publications from the IRS website.    
  • Additional Languages: Forms and basic tax information are offered online in twenty languages

Pennsylvania State Forms and Instructions 

  • Request or download Pennsylvania tax forms and instructions from revenue.pa.gov 
  • Request by phone at 1-888-PATAXES (1-888-728-2937) 24-hour automated phoneline 
  • Accessible Forms: Services for Pennsylvania taxpayers with special hearing and/or speaking needs can be reached at 1-800-447-3020 (TT Only) 

Pittsburgh / Mount Oliver 

  • Most residents will receive Pittsburgh/Mount Oliver tax information by mail automatically.  

Rent Rebate Forms and Instructions 

  • Request or download Rent Rebate forms and instructions from revenue.pa.gov 
  • Request by phone at 1-888-PATAXES (1-888-728-2937) 24-hour automated phoneline

How Can I Schedule Tax Preparation Assistance? 

  • AARP (In Person) 

  • As in the past, some Carnegie Library of Pittsburgh locations are hosting AARP tax preparation volunteers in their meeting spaces. Please contact AARP directly to schedule an appointment. Library staff are unable to schedule appointments for AARP services. 

  • Call: 412-530-5194 to leave a message with your contact information. An AARP representative will call back to book the appointment.  

  • Online: Use the AARP Foundation Tax-Aide Locator to find a provider near you, or browse a list of AARP Tax sites in Allegheny County 

  • Eligibility: A representative will be able to help you find out which local program you are qualified for

  • Call: 211 or 1‑888‑553‑5778 to find a provider near you 

  • Online: Get virtual help using the United Way online form or at myfreetaxes.com

  • VITA Eligibility: Earn moderate income or less; or be disabled; or not speak English well; or be a senior citizen 

  • TCE Eligibility: Individuals age 60 or holder in need of either counseling or return preparation services.

  • Eligibility: If you are a U.S. and Allegheny County Resident (for tax purposes); If you file a simple return with eligible schedules (click here for a list of schedules, available services may vary); and if you have a household income of $57,000 or less.

How do I get assistance for Property Tax/Rent Rebate programs? 

  • The PA Department of Revenue manages property taxes and rent rebates and provides taxpayer assistance during normal business hours.

  • Call: 1-888-PATAXES (1-888-728-2937) This is a 24-hour automated line allowing you to check the status of your tax account or property tax/rent rebate. 


Where can I file my taxes for free by myself? 

  • Online: You can file your federal taxes online for free on the IRS website. You can also file for free at myfreetaxes.com, a service provided by a partnership between United Way and H&R Block. To file your state taxes online, view options on the PA Department of Revenue website. 

  • By Mail: To file your federal taxes by mail, check your filing address here. To file your state taxes by mail, check your filing address here


How do I know if a tax assistance program is legitimate? 

Making sure your personal information is safe and handled properly is important. You can find IRS approved providers using the Free File Online Lookup Tool.  

The IRS states that “through these providers, your information is protected from any unauthorized access. IRS Free File providers may not disclose or use tax return information for purposes other than tax return preparation without your informed and voluntary consent. These companies are also subject to the Federal Trade Commission Privacy and Safeguard Rules and IRS e-file regulations.”
